There were two Christmas trees among the 48 tents in the Umpqua Greenway over the holiday weekend. Those decorations, and a couple sardonic signs, were a contrast to the moisture and mud upon which many of the unhoused community are still camping. While Roseburg continues to enforce camping laws, and struggles with the idea of more urban camping options, not much is changing in the camps except the occasional opening of a warming center.
